The present disclosure provides a heat-not-burn cigarette filter (10) and a heat-not-burn cigarette (1). The heat-not-burn cigarette filter (10) comprises a first portion and a second portion connected with each other, the first portion is a filter rod (100), the second portion comprises at least one hollow portion (300) and at least one cooling portion (200), the cooling portion (200) comprises at least one through hole (210), and the middle part of the hollow portion (300) is in a through cavity structure.
